I would argue the contrary. We are hoping to deliver a community facility that is being delivered by a not-for-profit agency. It indicated that the cost might be in the region of €300,000. It went out for public procurement and came back at €580,000 because many of the people with whom the agency had been speaking in advance were unable to participate. It does not seem as though Mr. Quinn is reflecting many of the concerns we are hearing on the ground that public procurement is leading to an increase in price. That might be acceptable if it is delivering extra quality or reducing risk but we should acknowledge it and it should be considered as something that is preventing the delivery of services.
