First and foremost, it really does go back to the responsibility of the individual Accounting Officer in the contracting body to ensure they obey the rules. The rules are really clear and what the OGP can do is set out those procurement frameworks and allow people to understand, through the materials it provides, what those rules say. As the Comptroller and Auditor General said earlier, there are a number of exceptions where non-competitive procurement is allowable - proprietary, urgency, etc. - but there are really very limited exceptions.
