The two-stage tender process indicates that the children's hospital has not just the appearance of a mess; it is a mess now. It is a fact that there are up to 700 of what were described, here in this room, as hearings by the witnesses from the national children's hospital board and the Department of Health. Does that not tell us that the nature of that contract is substantially flawed?
