Particularly in the construction space, a lot of it comes down to understanding the key drivers of differences. It is very easy to say we spent 10% extra on a project, but the real question is why we spent 10% extra. It is a matter of having the information associated with that. Our experience of trying to derive that information in the past was that it is very difficult to derive because many issues play themselves out regarding responsibility for variances that arise in public works.
