It would be a matter for each local authority or public entity to decide which provisions within directives to apply because only they would understand the circumstances that they are trying to provide services or goods within. The OGP could not make an arm's length decision for a public body about what mechanism they should use to procure services, nor would we. We do not police the use of various different arrangements under public procurement law.
