For the purposes of clarity, I am assuming he would argue that it would supplement all of the other measures. It is not a substitute for all of the other public health measures, such as the vaccine roll-out and so on. This would be an additional measure. When people are at the end of their tether and in a difficult space, we want every and any option to be on the table. I certainly would. Dr. McCartney is arguing that this would be an additional measure. Would that be a fair comment?
