Joint Oireachtas Committee on Housing, Planning and Local Government
General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed)
Mr. John O'Connor:
On the second question, to put it in context, delivery under the shared equity scheme will be by the local authorities and others. In terms of the national scheme, the details of that have not been worked out. In terms of controls and prices, it is important to make the point that the potential purchaser of the house will only pay what he or she considers to be value. That is the first control before price caps. In regard to charges that apply to the equity share that is provided by the State, it is important that it works for the homeowner. It is important that controls are put in place such that there is an appropriate and fair burden on the homeowner, but nothing excessive. The details have not yet been worked out. It is a matter we will feed into in our discussions with the Department to ensure the homeowner is protected.
