There is no legal answer to that question. There is a practical answer, which is that many structures must be put in place and systems set up, such as the decision support service, which is currently being led by Ms Áine Flynn. As I said in my opening statement, we derive a good bit of comfort from the fact that 2021 budget is helping the decision support service in particular. However, it is a practical rather than a legal issue.
