I thank everyone from the Law Reform Commission for attending. This is a subject that I am trying to understand and come to terms with. My first question if for Ms Justice Laffoy and it relates to the two items of legislation we are discussing, one of which has not been implemented and the other of which has not been enacted. The Assisted Decision-Making (Capacity) Act was passed in 2015, six years ago, and the vast majority of it has not been implemented. The position with Adult Safeguarding Bill is similar. Were the Act to be implemented and the Bill enacted, what would be the position for people in residential care settings?
