That does illuminate the position a little. Before I run out of time, has the commission considered a differentiation between a nursing home setting where people are in some sense in a congregated setting that is permanent and the more transient experience of homeless emergency accommodation where there might be people moving in and out of a system which in some cases is privatised and in others is publicly funded? Has it considered how a safeguarding system would track vulnerable people in this context? The word "track" is probably the wrong word to use. Perhaps I should say to support such people.
