I will comment on this. We recommended having a review of the levy in the report. There are concerns that it may not be working so well. While we recommend a review, we do not propose what should follow. There would be various options. Compulsory purchase is one option. There has been some use of compulsory purchase for vacant built properties, which have then been used for social housing. We published a report couple of years ago with a suggestion that did not get much attention. We floated the idea of a mechanism of having vacant sales orders. Where a property had been vacant for a long time, there would be a requirement on the owner to sell it. That would establish the real market demand for property. We think it is something that needs to be reviewed.
