Joint Oireachtas Committee on Transport, Tourism and Sport

General Scheme of the Merchant Shipping (Investigation of Marine Casualties) (Amendment) Bill 2020: Discussion

Mr. Michael Kingston:

I have not read the Minister's statement but if that is what he is saying, the Deputy heard my response to the Deputies, Senators and the Chairman of this committee in which I said I have absolutely no faith in another review and do not see the point in another review. This needs to be resolved urgently. The 1998 review is clear, and the Minister needs to read that review. All the findings are there. One should read, in particular, paragraphs 3.28 and 3.29 of the 1998 review. The example of the Marine Accident Investigation Branch, MAIB, in the United Kingdom is what we need in Ireland. The review group knew that, but, for whatever reason, it went against itself in the eleventh hour of the finalisation of the report and we did not have what we should have had in the current Act.
