Some of this predates my time in the Department, so I am reading on the basis of what was done. In essence what happened was that in September 2018, we got to the point of running out of accommodation in formal centres. There were a few instances where some people could not be accommodated which was not appropriate or in compliance with our obligations. At that point, I understand the Department approached the Dublin Region Homeless Executive which had used the services of a company in the previous summer. That company was suggested by the Dublin Region Homeless Executive as a suitable way of trying to find accommodation in short order.
