I would like to make a point about urgency. In a situation where there is genuine urgency in a procurement, we would regard that as compliant once the urgency is demonstrated. In a situation where something becomes urgent because it has not been planned for properly, that could be treated as a non-compliant procurement. None of the instances included as non-competitive and non-compliant met that standard as far as we were concerned.
