In addition, convergence and good economic performance are not guaranteed. The German example is positive but it is easy to pick other regional policy experiments that have not gone well. The Italian Mezzogiornohas been in receipt of substantial attention and investment for more than 60 years and it has not at all converged. It is not therefore a given that a change of regime will suddenly result in a positive outcome. It could also easily result in a bad or negative outcome. That is all dependent on the right policies being adopted and those are not guaranteed.
