How can we address the problems and issues that have been very well articulated by the witnesses today, and which we raised with the Minister at the last hearing, if the nature or size of the problem is denied? Perhaps there is no problem at all. If there is, however, we need to address it. Whose responsibility is it to furnish us with that raw data in order to quantify the problem?
