Before calling the witnesses I want to refer to Deputy Carthy's comments on what we voted on in legislation in the Dáil. I was clear that we were voting on the licensing process. I knew there were 2,000 applications in the licensing system that were separate from the appeals. I knew we were voting on a segment of applications that were gone into appeals and to try to speed that up. I was fully aware that the licensing process is a huge issue and that the legislation we were passing would only deal with a segment of the problem with licence applications. I just want to make it clear to Deputy Carthy that I was clear on that when we were voting.
