I thank Senator Higgins. We do not have much time remaining. I will ask a question about public bodies now, and then we will finish with both witnesses giving their answers to that question and those posed by Senator Higgins. Will the witnesses give details of how other jurisdictions have placed obligations on State agencies, State-owned companies and regulators in their climate change legislation? For everyone's information, we need to be out of this room in five or six minutes. I ask Mr. Church to go first.
