Joint Oireachtas Committee on European Union Affairs
Brexit Negotiations: Members of the House of Lords
Lord Kinnoull:
I will comment on one thing, that is, the process of ping-pong where the two versions of the Bill are married up, which I believe will take place in early December. It is problematic for the Government because if it is forced to use the Parliament Acts, which is the formal process where the House of Commons trumps the House of Lords, that process takes 12 months. It would mean that the Bill would not be able to come into play immediately on leaving the EU. That is another relevant fact for the committee's deliberations.
I will ask Lord Kerr to take up the running on this area.
