They are two very interesting questions. What we will do now, so we can get to answer as many questions as possible, is have a couple of us respond to each question, if that is all right. What I will observe before handing over to Lord Wood is that we put a great deal into our letter of 18 September in terms of trying to get at the Government's reason for Part 5 of the Bill. Until we have the answer to that, we are not a lot further forward in truly understanding it because there are many conflicting statements from various members of the Government at various times. Personally, I do not have a settled view of that, but Lord Wood might.
