I do not want to be a pest here but my understanding is that this is a different issue. This is not about changing the threshold, it is about applying conditions in certain individual cases. Perhaps I am reading the head wrong. If I am reading subsections (17) and (18) right, is it appropriate for the Minister to have any role in the application of conditions, even on recommendation from the EPA?
