That was in relation to the report going from the EPA to the Minister, and on consideration of that the Minister can apply conditions to the registration. It seems to me that there is an established principle in planning law that we do not allow the Minister to be involved. That is given to the planning authorities or the boards. Why would we involve a Minister in very detailed decisions around these matters when it should be left to the independent authorities, which I presume in this instance is the EPA?
