Members have pointed out that we cited Scotland as an example. That is in the context of the overall tiered system of general binding rules, registrations and licensing. I am not sure that system is necessarily comparable with other European jurisdictions. We will, however, have a look at that and see what information we do have regarding comparisons. Other European jurisdictions might not have that exact three tier system.
