I note the Senator's comments on the just transition and climate justice. On solid commitments, the Senator referred to the figure of 7% per annum in the programme for Government and asked why it was not in the Bill. A number of comments can be made. The Bill tries to strike a balance between prescription and an appropriate flexibility. The 7% per annum average will have to be translated into the series of two carbon budgets over the coming decade, and further translated into sectoral decarbonisation ranges.
