I welcome the witnesses, particularly those I saw only a few days ago. I ask the HSE and the Comptroller and Auditor General to comment on the differential between the value placed on a property and its sale price. Often, the value is set when a placement is made, but at the time of settlement or after the person has passed away, the value may have changed. Has the HSE lost out in some cases because there has been an uplift in the market since the value of a property was originally set? Equally, are there collection issues for properties where the market has gone the other way? Many families feel they are paying a far higher percentage than the 15% outlined in the scheme because their property was valued at a higher rate and then sold at a lower one.
