I know that. The public needs to know that the measures within the plan are objective and based on science, and that the level a particular county is at is not determined by whether there is a Cabinet Minister from that county. Surely there has to be something more objective. Dr. Glynn mentioned that certain information was available to him on the basis of which he determined not to move counties up a level in his recommendations and to give them a chance. What was the nature of that information?
