Earlier, Mr. Ryan correctly pointed out that after a year, workers on a work permit can move to another area of employment. Does he accept that where they can move is very circumscribed? It has to be an area where there is a skills shortage, the employees have to satisfy all of the tests, it costs €1,000 for a new permit, there is an issue about who will pay the €1,000 and it takes three or four months. If these are migrants from third countries not in the European Union, there may be a great reluctance to move or even seek to move.
