Last May, the then Minister for Business, Enterprise and Innovation, Deputy Heather Humphreys, said in the Dáil that migrant workers in meat factories "are not tied to any one employer. If they wish to work for somebody else, they may do so". In terms of how the system operates, that is inaccurate.
