There was input from across Government. The NTMA New Economy and Recovery Authority, NewERA, gave us some input, and the Department and the HSE looked at it. We came up with a cost-recovery model rather than a fee-per-item model. Part of the thinking was that there was so much uncertainty looking into April as to what services would be required.
