That is correct. The crux of this matter is how much time we spend trying to collect data versus making recommendations on which the Government and the State can act. As I said, we are in the middle of the study at the moment and our resources are going towards trying to figure out that key part of getting enough evidence while not spending too much time on it. While I say this in a way that is not critical of the Central Bank, it is about three and a half years since the cost of insurance working group started and the report was published this week. I do not think anybody wants us to be a year or two working on this public liability insurance study.
