The problem for the consumer is the assessment of quality. They tend to go for the superstar names if they can get them because they believe that is a guarantee of quality. There is a fear of people who are lesser known but we need to find ways of overcoming that. We would have an obligation to get the best value possible. When I say "we" I mean anybody in the State who is making these purchases. We also have an obligation to do our best to win the case. That is where that choice becomes very difficult for people when they do not know much about other parts of the industry than the very top 1% or 2%.
