My understanding is that legal aid certificates apply to proceedings in the courts. The one tribunal where someone can get legal representation is the International Protection Appeals Tribunal. That is the limit of the legal aid certificate. Once a case moves from a tribunal to the courts, there is the possibility of getting legal representation from the Legal Aid Board. At least, that is my understanding.
