It does. It certainly curtails oversight of planning decisions. There is a question mark over whether it complies with our obligations under EU law and the Aarhus Convention. To consider it more broadly, we are in the middle of a climate emergency, as declared by the Dáil, and we need to have proper oversight of any development decisions that have an impact on the environment. The mechanisms in place at the moment allow for that, for more relaxed standing rules and protection as to costs in these cases and they will be considerably restricted with this new Bill.
