On something I did not quite understand either - we did not have enough time really, I look forward to the Human Rights Commission report that will tease out the issues - why has it taken Ms DeSouza's courage and determination to expose the problems on the ground? How come it has not come to the surface before? I understand there was a policy decision that made it easier. Perhaps the witnesses could just clarify that.
