It is a great question. There are significant gaps in the Northern Ireland Act, across a whole host of areas. As many people who were around in the late 1990s will recall, there was a bit of a tussle even getting the bits of the Northern Ireland Act that are there now. It is a major problem that needs to be addressed legally. It can be done, and there are solutions there.
