What does it mean if the Office of the Revenue Commissioners, in particular, is non-compliant with procurement rules?

We are shining a spotlight on it because it is important. It is part of our work to do so. As I understand it from the accounts presented, there are four contracts. I ask Mr. Cody to elaborate on each contract and the reason for the non-compliance, starting with the contract of €2.141 million relating to security. What is the context in that regard?
