I said before that there are differences between sectors. There will always be high-paid and low-paid sectors in any economy. In contract cleaning and security, where there are joint labour committees and employment regulation orders, the problems do not seem to be as severe. The issue of zero-hour contracts or uncertainty of hours has been addressed by the Employment (Miscellaneous Provisions) Act.
