The IBEC representatives have given a good example citing the New Zealand and Canadian models. Under these systems a restrictive permit can be offered to help to meet the challenges that currently exist. I call on IBEC to reinforce the message with the departmental officials, because they did not believe me when I said it from this side of the table.
