It will leave 22% of households who are in receipt of the fuel allowance better off than before the increase in carbon tax. It is not being done in isolation. There are also schemes available which will be rolled out over time and are currently being implemented, such as the warmer homes scheme, where 100% of the retrofitting of housing is funded.
