The purpose of the Data Protection Commissioner's investigation was to ascertain whether it is obligatory under the legislation for the Department of Employment Affairs and Social Protection to insist on the production of a PSC by those applying for social welfare. The purpose of the investigation we are talking about was to examine the attempt to extend that mandatory system to other Departments.
