It is necessary to determine how we pay our providers. If I do not know how many times people are using their travel passes, how can the Department or the State pay CIÉ, Bus Éireann, GoBus or Wexford Bus? If somebody gets on a train in Wexford, we know they have got on a train in Wexford and they have used their travel pass. That would be counted as one journey.
