The Bill allows the regulator to determine that certain parts that might be sensitive or still to be worked out would not be published. The value in allowing the publication of an interim report is that it might be in the public interest to understand that certain aspects have been addressed satisfactorily, for example, if the investigation has been phased. The public could determine whether the issues have been resolved and that the investigator is moving to phase two. It might actually help a housing body, if it feels it is under the yoke of suspicion on an issue, to be able to move on regarding a certain consideration without having to wait another 12 months for a final report, for example.
