The memorandum of understanding will then delineate the space a bit more clearly between the regulator and either the RTB or NOAC. In respect of the standards to which each AHB would adhere, as far as I am aware, it is AHBs' standards, but the regulator will have to have oversight of that and ensure they will be published and communicated appropriately. Unlike the position with local authority housing, every AHB is different. Some AHBs' tenants have specific needs. If there is a vacancy in an AHB home that has been purpose-built for a particular condition, its vacancy timelines will be different, as will the nominating rights. The process is different. We are not trying to be too prescriptive but we want the regulator to be able to ensure that every housing body will have a standard in place, be transparent in respect of the standard, have a procedure in place with the local authority, register the tenancy with the RTB and so on. The section goes into more detail in respect of matters such as financial management and governance.
