It is precisely because I want it to be a statutory requirement that I have tabled it. It would only undermine the independence of the regulator if we were to be given a formal function in deciding on issues or had the ability to have a veto. This is simply about allowing the committee to be a formal structure or statutory part of the consultation process. The strategy statement referred to in section 21, for example, still provides that it has to go to the Minister for approval, which in some senses is probably a more significant undermining of the independence of the regulator. I am not, however, challenging it. Given the importance of the committee and its representative, I see no reason it should not be a statutory consultee. On that basis, I will press the amendment.
