I ask our guests to comment on the latest fiasco regarding road traffic legislation whereby the 2016 law on fixed charge notices was ruled unconstitutional in October. The case in question was thrown out of court and it is reported that up to 28,000 other cases may be affected by the ruling. What effect will that have on the Courts Service? This raises an important issue. It has been reported that prior to the introduction of that legislation, in upwards of 80% of cases brought before the courts the defence used was that the accused had not received a fixed charge notice. I do not know if that figure is correct and I ask our guests to correct it, if necessary. What effect will the October ruling have on the Courts Service?
