There are two issues to which I want to come back. I want to be fair to the Courts Service and accept from the responses given that there are problems with legislation, legal lacunae and a shortage of judges. It has to be said there are a number of issues which are leading to problems that I agree with the Chairman were not dealt with in the opening statement made by the Courts Service. They are substantial and concern the enforcement of the law in making sure fines are collected and other issues related to the presentation of driving licences. Will Mr. Mullan tell me in very simple terms what the problem is in that regard? I want to explore the issue, but I also want to give him an opportunity to explain again why it is a problem. I know that he had a lengthy discussion with Deputy Burke on the numbers of people who were obliged to present their driving licence in court. Will he, please, give me figures again and very quickly outline the scale of the problem? What is the problem in the courts on a daily basis and what is happening about it?
