The reality is, as is standard practice in the State, we are complicating something that is simple. The levels of fines are consistent and across the Revenue Commissioners and the fines and fees that are applied we were taking in €7.2 million and we are now taking in €5.7 million. We were taking in €11.2 million and we now take in €6.9 million. A total of 33.33% of our fines are not being paid. The witnesses are telling me the reason was to keep people out of prison and not put people in jail or send them to Castlerea.
