I have already given the reasons for the slowdown on the pause. There is a pause. The memo of 20 June 2019 sets out the particulars around it. No job can be offered and no recruit can be put on the payroll unless the correct process has been followed and the relevant form has been signed by the single national official who is in charge of this area.
