Joint Oireachtas Committee on Housing, Planning and Local Government

General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed)

Mr. John Coleman:

If the land was to be disposed of, when it comes to centrally controlled Government bodies, that would apply to the whole market. If the HSE sold a site, according to Government policy at the moment, there would be an affordability requirement on that site, even if it sold it to a private market player. That would apply to the LDA as well. That has an impact on the value of the private market player would pay. Similarly, it would impact on the value the LDA would pay. It is a level playing field for any market player which will, hopefully, help avoid those issues the Deputy mentioned.
