The appeals office is a quasi-judicial function. The appeals officers have to take decisions de novo.

Generally speaking, it takes six to nine months for an appeals officer to get really up to speed and be able to deliver full throughput. Unfortunately, I cannot promise there will be an instant response from putting in the extra staff.
